His career spans time as a 17-year-old self-described “lawnmower boy” at a girls’ correctional facility to stints as a welfare caseworker in some of Las Vegas’ most distressed neighborhoods to head of the state’s Health and Human Services department under three different governors. He’s seen the state through seismic changes in welfare policy and a vast expansion of Medicaid.
